Position Title: National Coordinator Level: Equivalent to NOB Duty Station: Beijing, China Background
UNIFEM is the women's fund at the United Nations providing financial and technical assistance to innovative programs and strategies that promote women's rights, political participation and economic security. UNIFEM has adopted a Strategic Plan for 2008-2011 with the single goal of advancing implementation of national commitments to gender equality and women’s empowerment in stable and fragile states focusing on the following three thematic areas: (a) Enhancing women’s economic security and rights, (b) Reducing the prevalence of violence against women and HIV/AIDS, and (c) Advancing gender justice in democratic governance UNIFEM established its project office in China in 1998, and works in partnership with UN organisations, governments, non-governmental organisations (NGOs), including All China Women’s Federation, a leading women’s organization in China, as well as networks on gender mainstreaming and women’s empowerment strategies. UNIFEM is a secretariat of the United Nations Theme Group of Gender in China, and actively supporting the Theme Group’s work in advocating and mainstreaming gender into the work of UN, as well as of international and national partners.
Currently, UNIFEM China works in the following key areas: The China Gender Facility Under the guidance of the United Nations Theme Group on Gender, UNIFEM has been managing 25 projects of the China Gender Facility (CGF), an initiative designed to promote advocacy, research and social dialogue on gender equality and women’s empowerment in the development and implementation of policies and laws in China. Composed of national partners, UN agencies, multi-lateral and bilateral development agencies and civil society partners, the CGF provides funding for innovative and catalytic proposals within the framework provided by the Convention to Eliminate All Forms of Discrimination Against Women (CEDAW) and the Beijing Platform for Action (BPFA) in China. The key strategies of the CGF include: • Working with and for gender advocates to develop strategies which will be translated into information and materials for dissemination through various means, including websites; • Promoting better understanding of gender issues among those influencing policy by equipping them as gender advocates e.g. press, trade unions, employers and academia • Increasing the gender awareness and capacity of policy-makers; • Promoting dialogue among women’s movement, policy-makers as well as donors.
Gender and HIV/AIDS UNIFEM China has been working in partnership with other UN agencies in China in the UN Joint Programme on AIDS in China (2007 – 2010.) UNIFEM’s particular focus is raising and strengthening political leaders’ awareness of the integral relationship between gender and HIV/AIDS, and the need to incorporate gender concerns when developing policy response towards HIV. Through close collaboration with the Central Party School, Guangdong Party School and UNAIDS, UNIFEM has been providing support in mainstreaming gender and HIV/AIDS in the party school curriculum for the future decision/policy makers, and also developing a training manual for trainers on Gender and HIV/AIDS for those Party Schools. UNIFEM will also start implementing a project with the Ministry of Railways (MOR) by conducting training and advocacy activities to raise awareness on Gender and HIV/AIDS and build capacity of the MOR employees (including women service staff on the trains) in dealing with the railway passengers, majority of whom are migrant workers facing the risk of HIV/AIDS.
Elimination of Violence against Women UNIFEM has been also actively working in the area of elimination of violence against women through the CGF projects. In addition, UNIFEM, together with other three UN agencies and national partners, and with financial support from the UN Trust Fund to End Violence against Women, will implement Joint Programme on domestic violence in three provinces (including the area affected by earthquake in Sichuan) in China, and coordinate overall implementation of the programme as Lead Agency. The Joint Programme will develop a comprehensive Domestic Violence Prevention and Response Model to address domestic violence issues with a multi- sectoral approach, aiming to: strengthen the capacity of the government officials at different levels and social service sector to provide efficient service and supportive environment for the women affected by domestic violence; enhance awareness of the public, including men and youth, in prevention of domestic violence; advocate policy makers for the adoption and roll-out the Model across the country, and eventually passing the national domestic violence legislation.
In particular, UNIFEM will facilitate capacity building activities for the government officials, trainings for police, All China Women’s Federation staff, and domestic violence shelter staff, and to develop referral protocols. UNIFEM will coordinate joint assessment activities and monitoring and evaluation plans, too.
Supporting Migrant workers UNIFEM is also part of the Joint Programme in Youth, Employment and Migration, supported by the Spanish Government’s MDG funds, and will, with other seven UN agencies and national partners, implement activities by fully utilizing the experiences gained from the CGF projects in this area. UNIFEM’s focus areas in the Joint Programme are: assessment of migration trends, particularly of women migrant workers; advocacy and training for policy makers on laws and policies on domestic workers, social protection and rights of female migrant workers, gender based discrimination, etc, life skill training for migrant domestic workers through community centers Duties and responsibilities Under the guidance of the Regional Programme Director, UNIFEM East and Southeast Asia Regional Office (ESEARO) and direct supervision of the UNIFEM Country Programme Manager, UNIFEM China, the National Coordinator will provide support to the office in: a) overall management, implementation and monitoring of HIV/AIDS and Gender, EVAW, and Migration programmes; b) creating and maintaining strategic partnership with government partner, donors and other national partners, and support to resource mobilization; and c) ensuring consistency with CCA-UNDAF priorities, as well as, creative responses to emerging challenges and opportunities by providing top quality policy advice services to the national partners and facilitation of knowledge building and management;
Summary of Key Functions: 1. Ensures implementation of country programme strategies focusing on achievement of the following results: • Thorough analysis and research of the political, social and economic situation in the country and preparation of substantive inputs to CCA, UNDAF, and other documents. • Identification of areas for support and interventions within the thematic areas as outlined in the Strategic Plan of UNIFEM. 2. Ensures effective management of the Gender and HIV/AIDS, EVAW, and Migration programmes focusing on the following results: Effective application of RBM tools, establishment of management targets and monitoring achievement of results. Design and formulation of programmes, translating UNIFEM’s priorities into local interventions. Coordination of programme implementation with the executing agencies. Strategic oversight of planning, budgeting, implementing and monitoring of the programme, tracking use of financial resources in accordance with UNIFEM rules and regulations. Financial and substantive monitoring and evaluation of programmes/projects. Ensures quality and timeliness of donor reports and UNIFEM annual report. 3. Establishes and maintains strategic partnerships and supports the resource mobilization strategy in cooperation with the UNIFEM Country Programme Manager focusing on achievement of the following results: Implementation of the partnership and resource mobilization strategy to achieve programme outcomes. Creation and coordination of partnerships with the UN Agencies, government institutions, bi-lateral and multi-lateral donors, private sector, civil society in the specific thematic areas outlined in the Strategic Plan of UNIFEM. Analysis and research of information on donors, preparation of substantive briefs on possible areas of cooperation, identification of opportunities for initiation of new projects/programmes, active contribution to overall office effort in resource mobilization. 4. Ensures provision of top quality advisory services and facilitation of knowledge building and management focusing on achievement of the following results: Identification of sources of information related to policy-driven issues. Identification and synthesis of best practices and lessons learned directly linked to country programmes. Support to development of policies and institutions that will address the country problems and needs in collaboration with the national partners and other strategic partners. Contribute to the establishment of advocacy networks at national level. Support to relevant, high-impact advocacy campaigns implemented with key partners. The National Coordinator is expected to perform other tasks as may be assigned by the Programme Manager to support day-to-day office management, communications and coordination of UNIFEM programmes in China. Impact of Results The key results have an impact on the overall success of the country programme and reaching UNDAF goals which should support China’s achievement of MDGs. In particular, the key results have an impact on the design, operation and programming of activities, creation of strategic partnerships as well as reaching resource mobilization targets. Experience: minimum 3 years of relevant experience at the national or international level in providing technical support on gender, hands-on experience in design, monitoring and evaluation of gender and development projects and establishing inter-relationships among international organization and national partners. Ability to manage multi-tasks and work under pressure. Experience in the usage of computers and office software packages, experience in handling of web based management systems. Language Requirements: Fluency in the UN and national language of the duty station.
