PROGRAMME OFFICER,

WOMEN’S HEALTH & RIGHTS ADVOCACY PARTNERSHIP

in China (WHRAP-China) 
 

The Asian Pacific Resource and Research Centre for Women (ARROW) is committed to promoting and protecting women's health rights and needs, particularly in the area of women's sexual and reproductive health rights. We believe that good health and well-being, and access to comprehensive and affordable gender-sensitive health services are fundamental human rights. 

We have a dynamic programme in the area of information and communication, research-based policy advocacy and NGO capacity-building as methods for change. We work in partnership with women activist NGOs, research organisations, government counterparts and international agencies in order to strengthen national, regional and international policy advocacy, contribute towards enhancing the women's health movement as well as improve government accountability towards international policy agreements.  

We are looking for a Programme Officer for our WHRAP-China project. 

The Programme Officer will be responsible for implementing the Women’s Health and Rights Advocacy Partnership – China (WHRAP-China).  WHRAP-China brings together three national level NGOs who are committed to strengthening civil society capacity to effectively advocate for sexual and reproductive health and rights (SRHR). 

Applicants for the post of WHRAP-China Programme Officer will have the ability to:  

• Fluently communicate in Mandarin and English
• Exhibit an in-depth understanding of sexual and reproductive health and rights as well as be familiar with China’s socio-political context.
• Develop and maintain regional partnerships and build alliances.
• Use log frames and other planning tools for strategic project implementation, as well as project monitoring and evaluation.
• Monitor national and regional level expenditures against approved budgets.
• Strategically plan and coordinate partnership meetings and advocacy events which advance the WHRAP agenda and work towards fulfilling the project objectives.
• Facilitate an effective process of cross-learning and communication among all partners. 
• Devise solutions to programme and budget related challenges as they arise, in a timely and effective manner. 
• Produce regular narrative progress reports that provide an in-depth analysis of project achievements, challenges and lessons learned.  
• Work in a participatory and transparent fashion.
• Construct and write project proposals.
• Carry out research coordination and analysis, and create knowledge products and materials based on this.

The WHRAP-China Programme Officer is expected to: 

• Have a minimum of three years experience related to the above outlined responsibilities.
• Be willing to be expatriated to Malaysia.
• Be able to commit at least 2 years to both the organization and the project.
• Be willing to travel extensively in the region.
